Слушайте, я что-то не могу вспомнить, - а еще осталось что-то от чейнджа? Все, что я могу вспомнить, что делал Буш, - Обама повторяет. Он повторяет плохое, типа создания новых затратных програм и раздувания дефицита - но доводит это плохое до полного предела. Он повторяет хорошее, типа держания Калида Шейха Мохаммеда взаперти, - но делает это коряво, с соплями, неуверенно, - и не пытается поймать террористов и раскрутить их на информацию, - но просто убивает их.

Словом, есть хоть что-то, что он сделал бы или совсем не как Буш, или как Буш, но лучше? Давайте я даже так спрошу, - есть ли что-то, что он сделал лучше, - с точки зрения честного левого наблюдателя? Я подчеркиваю слово "честного".

Параграф 4:
4. Authorizes Member States that have notified the Secretary-General, acting nationally or through regional organizations or arrangements, and acting in cooperation with the Secretary-General, to take all necessary measures, notwithstanding paragraph 9 of resolution 1970 (2011), to protect civilians and civilian populated areas under threat of attack in the Libyan Arab Jamahiriya, including Benghazi, while excluding a foreign occupation force of any form on any part of Libyan territory, and requests the Member States concerned to inform the Secretary-General immediately of the measures they take pursuant to the authorization conferred by this paragraph which shall be immediately reported to the Security Council;

На сколько я понимаю, юридически спорный вопрос, относилась ли эта резолюция по поводу первого вторжения, ко второму вторжению в Ирак.

В случае Ирака-2 это не п.1
По поводу санкций СБ ООН - резолюция, на которую Вы сослались, как я понимаю, говорит про Ирак-1, и не означает автоматического разрешения атак на Ирак на все века и под любыми предлогами.

Ага. То есть, речь идет не о "юридических нормах" вовсе.

А о договоре, который мы заключили с коллективом разнообразных бандитов, что мы все будем вести себя прилично. И который они никогда не соблюдали.

Я тогда не понимаю, что Вы считаете юридическими нормами.
В таком случае и конституцию можно считать коллективным договором с разнообразными бандитами, который они никогда не исполняли.

Акт Народа обязателен для исполнения Правительством - потому, что Народ является сувереном, и создателем этого Правительства.

Акты Правительства, принятые по поручению Народа, и направленные на охрану прав граждан, - являются обязательными потому, что обязательнум является соблюдение этих прав.

А теперь поясните мне, каким образом Вы считаете уговор с группой бандитов - обязательным для выполнения, если это означает неоказание помощи их жертве?

Я хотел бы прочесть мотивировку, - откуда возникает такая обязательность послушания?

Т.е. авторизовали, видимо, для имплементации этих резолюций и для восстановления международного мира и безопасности в регионе.
